The West Seltice District, now closed, was established in 1992 on 665 acres of formerly agricultural land. The Urban Renewal Agency worked with the proponent to finance public improvement projects including street reconstruction, additional traffic signals & fire hydrants, sewer and water line extensions, storm water treatment, landscaping, street lighting and bike paths in this District. The Agency's infrastructure investment helped the City attract Harpers (now Flex-cel) manufacturing plant's 400 jobs, and increased the assessed value of the District by more than $55 million. The Agency closed out the West Seltice District in 2001. The Post Falls URA extended water and sewer lines to accommodate the employer for which this District was formed. Additionally, the Agency constructed interior streets and sidewalks and made improvements to the major access road (Seltice Way). All public improvements were dedicated to the City of Post Falls, and this District was closed seven years early and all tax increment funds returned to the public. This District created 440 new manufacturing jobs for the community which jobs remain in the community today. Private Sector Employers - Number of Employees attracted to the West Seltice Urban Renewal DistrictThe Post Falls Urban Renewal Agency completed all improvements for this District and closed it in December 2001 well in advance of its scheduled completion date. This District provided infrastructure and improvements to assist in the development of a large manufacturing plant operated by Harpers Industries, now Flex-cel, Inc., a major manufacturer of office systems and furnishings. Flex-cel has 440 full time manufacturing employees.
