The City Center District was established in 1994 as the "Fourth Street District". The City of Post Falls is the proponent of the District. In 2002, the original District was expanded, at the request of the City of Post Falls, to 330 acres and renamed the City Center District. The Agency worked with the city to improve and repave some streets early on, and recently has gathered citizen input on desired changes to the city "center" area. Projects under consideration include reconstructed streets, bike and pedestrian paths; improved parking, landscaping and streetscapes; and unique signage and street furniture in a mixed-use District. This District's activity will increase markedly in coming years. The District will terminate in 2018.

The City of Post Falls is the proponent for this District. The plan is to work cooperatively with the City to improve and develop a "downtown" area for the City of Post Falls. The Agency has assisted in the development of a plan for downtown that is being incorporated in the update of the City's Comprehensive Plan.

In August, the Agency and the City will commence construction on roadway improvements to a major commercial street (Fourth Street) that will involve street and sidewalk improvements, street lighting, themed street accents and other improvements designed to enhance the new City Hall and the adjacent neighborhood. These improvements will total $1.3 Million, and the Agency is providing $750,000.

Additional street and traffic improvements are planned as are other initiatives to enhance the attractiveness of the City's downtown area. The Agency will also partner with the City in an aggressive code enforcement effort within the District. Other improvements include assistance with the development of landscaping and public meeting areas for the Old Church Community Center, and assistance in the development of entrance signage and fountain for the City Center area.

Private Sector Employers - Number of Employees attracted to the City Center Urban Renewal District

The City Center Urban Renewal District (created to address blighted conditions in the downtown section of Post Falls, upgrade public utilities and assist with street and traffic improvements): This District was created in 1994 and has a 24 year life (close in 2018). The main focus of the Agency's efforts in the District has been to develop a master plan for the redevelopment of the downtown, assist in street and infrastructure improvements and work cooperatively with the City to stimulate redevelopment in the downtown area. To date, employers providing a total of 31 new jobs have located into this District in newly constructed buildings:

A total of four new medical and manufacturing employers have leased or built newly constructed office and commercial space in this District. Major employers include Body by Scotty, Line-X and St. Joseph's Medical Center.

The Agency recently entered into an agreement with the City of Post Falls to assist in the redevelopment of the a major commercial street in the downtown area (Fourth Street). Total improvements will cost in excess of $1.3 Million, of which the Agency will fund $750,000. Additionally, the Agency has provided financial assistance to the City for the construction of entrance signage and fountains for the downtown area and assistance to the Old Church Community Center to assist in exterior landscaping and the construction of an exterior public area.
