The East Post Falls and the Center Point Renewal Districts currently each have three sub-districts that have formed to accommodate either different proponents or different objectives.

The City of Post Falls is the Proponent for the City Center District, and two of the three sub-districts in the East Post Falls District. The Post Falls Urban Renewal Agency has closed one District, West Seltice.

Brief Summary of Each District

  • The West Seltice District, now closed, was established in 1992 on 665 acres of formerly agricultural land. The Urban Renewal Agency worked with the proponent to finance public improvement projects including street reconstruction, additional traffic signals & fire hydrants, sewer and water line extensions, storm water treatment, landscaping, street lighting and bike paths in this District. The Agency's infrastructure investment helped the City attract Harpers (now Flex-cel) manufacturing plant's 400 jobs, and increased the assessed value of the District by more than $55 million. The Agency closed out the West Seltice District in 2001.

  • The City Center District was established in 1994 as the "Fourth Street District". The City of Post Falls is the proponent of the District. In 2002, the original District was expanded, at the request of the City of Post Falls, to 330 acres and renamed the City Center District. The Agency worked with the city to improve and repave some streets early on, and recently has gathered citizen input on desired changes to the city "center" area. Projects under consideration include reconstructed streets, bike and pedestrian paths; improved parking, landscaping and streetscapes; and unique signage and street furniture in a mixed-use District. This District's activity will increase markedly in coming years. The District will terminate in 2018.
MORE ABOUT THE CITY CENTER DISTRICT...
  • The Riverbend District was established in 1995, and its 231 acres have been steadily transitioning to educational, retail and commercial uses. Infrastructure improvements have supported the development of North Idaho College's Workforce Training Center and the University of Idaho's Research Park, which draws research and technology companies. In 2005, Buck Knives relocated its manufacturing plant from California, bringing 150 jobs immediately, with a total of 240 jobs planned. The Riverbend District will terminate in 2010. To date, the assessed value of the District has increased more than $12 million.

  • The Center Point District was established in 2002; its original 287 acres were expanded by 48 acres in 2005 to add the Stateline business park. The open land in this District is quickly being developed as retail, manufacturing and light industrial uses. Sysco Foods opened a regional distribution center in 2005, bringing 170 jobs to Post Falls. 84 Lumber recently opened 7 buildings in the District, and will, at full production, employ 75 people. This District's assessed value has increased by $15 million. The District plan will terminate in 2022.
MORE ABOUT THE CENTER POINT DISTRICT...
  • The Expo District was established in 2001, and is another competitively disadvantaged border area, whose 200 acres remain mostly open land. Proponents of the Expo District have plans for small industrial, manufacturing and commercial development. The Expo District plan will terminate in 2021.
    MORE ABOUT THE EXPO DISTRICT...
  • The East Post Falls District was established in 2002, with 469 gross acres. The City of Post Falls is the proponent. Goals for this District's infrastructure improvements are primarily traffic-related. Modifications have been made to the Highway 41/Interstate 90 area already. Many more improvement projects are identified, however, as this District is a regional traffic hub. The East Post Falls District plan will terminate in 2015. At the request of the City of Post Falls, the District boundaries have been expanded north along Highway 41 to encompass 972 total acres.
MORE ABOUT THE EAST POST FALLS DISTRICT...
  • The West Seltice II District was opened in 2005, to develop public infrastructure to support mixed use housing, commercial and light industrial development on 248 acres adjacent to the Flex-cel manufacturing facility. A mixed-use "urban village" is under consideration, where residents can live, work, play and shop within the same area. The District is scheduled to expire in 2020.
